Single Building Assessment (SBA)

An SBA is a comprehensive, expert-led assessment of a residential building’s fire safety in Scotland. It scrutinises both the external wall system (such as cladding, insulation, and fire stopping) and the internal communal areas for fire risk. It includes:

  • A Fire Risk Appraisal of External Walls (FRAEW), aligned with PAS 9980 guidance.

  • A fire risk assessment of internal common areas—a requirement introduced for the first time in Scotland’s regimen of in-scope buildings.

This unified approach replaces fragmented inspections, aiming for consistency and clarity across assessments.

Buildings eligible for SBA typically meet all of the following criteria:

  • A flatted building (contains at least one dwelling), including mixed-use structures.

  • Measures 11 metres or more in height.

  • Incorporates an external wall cladding system.

  • Was constructed or refurbished between 1 June 1992 and 1 June 2022.

This applies to privately owned, mixed tenure, and some social housing buildings—essentially covering most mid- and high-rise residential structures in Scotland.

Eligibility Criteria

Funding - Single Open Call (SOC)

The Single Open Call (SOC) is the Scottish Government’s funding route for buildings that may have unsafe cladding. Through SOC, eligible properties can access a Single Building Assessment (SBA) at no cost to residents, leading to full remediation funding if required

Funding & Timelines (Scotland)

  • £20M now available for SBAs via SOC in 2025–26.

  • £10M for urgent safety upgrades (e.g., alarms) while waiting for full remediation.

  • Eligible applications submitted before Dec 31, 2025, will go ahead.

  • Developers must commit in writing by Oct 31, 2025.

  • Targets: complete remediation of high-rise buildings by 2029, with mid-rises on a clear path forward.

In most cases, no. We focus on securing full funding through Scotland’s Single Open Call (SOC) or England’s Cladding Safety Scheme. Where developer responsibility applies, costs are also covered. We’ll confirm your eligibility before any works begin.

What is a Single Building Assessment (SBA)?

Do you also work in England?

Yes. In England, we arrange PAS 9980-compliant Fire Risk Appraisals and secure funding through the Cladding Safety Scheme or developer liability agreements. The process mirrors our approach in Scotland — from funding to full remediation

How long does the process take?

Funding approval can take between 2–8 weeks, depending on the scheme and the complexity of the application. SBA or PAS 9980 assessments follow shortly after, with remediation timelines depending on the scale of works required.

Can you manage the entire remediation project?
